Susan Neumans Van Buren
Manager of Human Resources & Organizational Development


Susan began her career as a Services Officer in the U.S. Air Force’s equivalent of the hospitality field; serving for a little over 9 years. After leaving the USAF, she worked with Abbott Resorts, a ResortQuest Company, first as the HR Recruiter and then as the Training Manager from 1995-2003. In April 2003, she started the training function for the parent company, ResortQuest International; serving as Director of Corporate Training.

In October 2005, Susan went to work for as a Senior Instructional Designer for Tybrin Corporation on the Lockheed Martin ATARS contract, which designed and provided training for USAF aircrews flying the AC-130 Gunships, MC-130 Talon, and MH-53. Less than four months after starting on the contract, she was hired by Lockheed as a Technical Training Manager to lead the ATARS Courseware team, which included instructional designers, multimedia design engineers, and the Curriculum and Learning Management System administrators. In these positions, she gained valuable skills and experience in developing a diverse courseware offerings, which included traditional classroom training development, computer aided instruction, computer-based training, and immersive technology training aids.

Susan started her present position with CHELCO, a member-owned electric utility, as the Manager of Employee Development and Training in October 2007. In that position, Susan facilitated solutions to meet the organizational development, performance improvement, and career development needs of the cooperative. In January 2013, CHELCO changed her title to Organizational and Employee Development Manager.

In January 2016, Susan assumed her current position of CHELCO’s Manager of Human Resources & Organizational Development. In that role she oversees the human resources department and where she plans, directs, and coordinates human resources, training and development, and organizational development activities and staff of the cooperative.

She is a member of the Association for Talent Development (ATD) and the Society for Human Resource Management (SHRM).

Susan has a Bachelor of Arts in Business Administration with a concentration in Marketing, a Master of Science in Education with a concentration in Training and Development, and a Ph.D. in Education with a specialization in Training and Performance Improvement.  Her dissertation was entitled Moving beyond Show and Tell: Implementing Structured On-the-Job Training for Apprentice Electric Utility Lineworkers. She also co-authored an article on the topic for the National Rural Electric Cooperative Association’s Management Quarterly (Fall 2010).
